Appointees to public roles have dual loyalties. They are beholden to the leader who appointed them, but they also owe allegiance to the public trust. Some leaders don’t believe this and seek out ministers who will show blind loyalty. They attract ambition with a notable lack of character or competence.
Such leaders never return this loyalty. They will eagerly toss away their underlings with glee, because it demonstrates their power and they can never stop exercising it. They will never run out of people willing to sacrifice their principles for power.
Justice for such despots rarely arrives from domestic opponents. The power hungry are never content bullying within their shores. The arc of humanity may bend towards justice, but it can only temporarily flush away evil, demanding men and the hell they bring to earth.
